Purpose: This study proposes a framework based on salience theory and shows that focusing on one type of risk (idiosyncratic or systemic) can explain overpricing of securities ex ante, and resales at low prices during crisis periods. Design/methodology/approach: The author consider an overlapping generations (OLG) model where each generation lives for two periods and there is no population growth. Agents (investors) start their lives with an endowment W > 0 and have mean-variance utility. They invest their endowment when young and consume when old. Each period, the young investors optimally choose their portfolio from different risky assets acquired from the old generation, all assumed to be in fixed supply. Findings: The author show that investor salience bias can explain excess volatility of asset prices and the resulting fire-sales in periods of financial turmoil. A change in salience – from one component (idiosyncratic) to the other (systemic) – will generate excess volatility. Interestingly, higher risk aversion generally exacerbates the excess volatility of prices. Moreover, the model predicts that if a big systemic shock hits the financial system, due to salience bias the price of systemic assets falls sharply. This relates to the observed fire-sales of assets during the global financial crisis. Practical implications: The proposed model and results suggest that there may be a scope for intervention in financial markets during turbulences. In terms of ex ante policies the study suggests that investors and regulator should use better risk assessment technologies. Originality/value: This is the first study constructing a tractable model based on the argument that investor salience may exacerbate the excess volatility of prices during financial downturns. The author relate salience to two types of risk; idiosyncratic and systemic and assume that investors' risk perception is biased towards the type of risk that is currently salient based on prior beliefs or past data. The author show that the diversification fallacy of the precrisis period, where seemingly safe assets were overpriced, can be explained by agents overweighing idiosyncratic risk and ignoring systemic risk.

The Agenda 2030 strongly emphasizes implementing effective and equitable measures to address the urgent
challenge of global warming, primarily driven by unsustainable fossil-fuel combustion, and one of its core focuses
is Sustainable Development Goal (SDG) – 8, among others. In light of this, the recent article aims to explore the
dynamic nexus between minerals (MNR), the Belt and Road Initiative (BRI), the Paris Agreement (PA), green
technologies (GT), and green growth, with a specific focus on developing a policy framework for advancing SDG
– 8. The study utilizes daily data and advanced econometric tools such as QVAR, Cross-quantileogram, and
wavelet-quantile correlation to examine the diverse effects of these factors on green growth across various time
horizons. The short-run analysis reveals that MNR, BRI, and GT discourage green growth under most market
conditions, except for a few quantiles that exhibit positive or insignificant relationships. In the medium run,
impacts are mixed, with both positive and negative effects observed. However, in the long run, MNR, BRI, and GT
consistently demonstrate favorable effects on green growth. For PA, short and medium-run effects are mixed, but
medium-run results indicate a predominantly positive impact on green growth. In the long run, PA significantly
benefits green growth across the majority of market conditions. Overall, the diversified results suggest that
minerals, BRI, the Paris Agreement, and green technologies play a crucial role in stimulating green growth to
achieve SDG - 8 in the long term.

Bu projede, Türkiye?de ikamet eden hanehalkının yenilenebilir enerji için ödeme istekliliği (YÖİS) ve bu istekliliği etkileyen faktörler analiz edilecektir. İlgili literatür kapsamında, gelişmiş ve gelişmekte olan birçok ülke için YÖİS ve bu istekliliğe etki eden faktörler incelenmesine rağmen, daha önce bu alanda Türkiye üzerine bir çalışma yapılmamıştır. Bu projenin amacı, Türkiye?deki vatandaşların YÖİS ve bu istekliliği etkileyen değişkenleri inceleyerek literatürdeki bu boşluğu doldurmaktır. Ayrıca, Sundt ve Rehdanz (2015) ?ın meta-analiz çalışması, ilgili literatürdeki çoğu makalenin yaş, eğitim seviyesi, gelir düzeyi ve çevresel duyarlılık gibi faktörlerin olası etkisini analiz etmesine rağmen sadece bir kaç makalenin hanehalkı sayısını ekonometrik modele dahil ettiğini göstermiştir. Bu proje, coğunlukla kullanılan demografik faktörlerin yanısıra hanehalkı sayısınında YÖİS?i etkileyip etkilemediğini araştıracaktır. Bu projeyi gerçekleştirebilmek için koşullu değer yöntemiyle hazırlanan toplam 2 bölüm ve 26 sorudan oluşan bir anket kullanılacaktır. Yüzyüze görüşme yöntemiyle Türkiye?nin 12 farklı İBBS bölgesinden toplam 2,500 kişiyle yüzyüze görüşme yöntemiyle doldurulacak anketlerden elde edilecek bilgiler sayesinde, Türkiye?de ikamet eden hanehalkının ortalama YÖİS miktarı ve hangi faktörlerin bu istekliliği anlamlı yada anlamsız etkilediği çeşitli yöntemler kullanılarak analiz edilecektir. Türkiye, Avrupa Birliğine aday bir ülke, G-20 ekonomilerinden birisi ve NATO?ya dahil bir ülke olmasının yanısıra, Dünya ve Avrupa enerji piyasasında da önemli bir konuma sahiptir. Ayrıca, yenilenebilir enerji alanında kısa ve orta vadede yapılması hedeflenen yatırımlarda göz önüne alındığında, Türkiye bu literatür içerisinde araştırılması gereken ülkelerin arasındadır. Bununla birlikte, son zamanlarda küresel ısınma, gaz emisyonu ve çevresel kirlilik gibi faktörler global bir sorun haline gelmiştir. Yenilenebilir enerjinin kullanımı daha temiz bir çevre için önemli bir unsurdur. Türkiye enerjide dışa bağımlı bir ülkedir. Ayrıca, Türkiye'nin elektrik enerjisinin %48'inin doğal gazdan üretiliyor olmasının yarattığı kırılganlığın son dönem Rusya krizi ile görülmüş olması sonrasında enerji karmasında çeşitlendirme çok daha hassasiyet kazanmıştır. Yenilenebilir enerjinin artırılması bağımlılığı azaltacak önemli bir araçtır. Hanehalklarının katılımı, hedeflenen yenilenebilir enerji projelerinin hayata geçirilmesini kolaylaştıracaktır. Bu proje dört ana hedefe ulaşmak üzerine odaklanmıştır: i) Türkiye?de ikamet eden hanehalklarının yenilenebilir kaynalardan üretilen elektrik enerjisi almak için ödemeye razı oldukları ortalama miktarı bulmak, ii) YÖİS?i etkileyebilecek yaş, cinsiyet, gelir düzeyi, egitim seviyesi, çevreye olan duyarlılık ve hanehalkı sayısı gibi faktörleri analiz etmek, iii) yenilenebilir enerji yatırımlarının hanehalkları tarafından desteklenmesine olanak sağlayacak bir politikanın Türkiye?de uygulanabilirliğini ortaya koymak, iv) bu proje çıktılarını uluslararası indekslerce taranan bir dergide yayınlatmak.

Bu projede COVID-19 pandemisine karsı bir tedbir olarak Türkiye?de 16 Mart 2020 tarihinde baslatılan uzaktan egitim faaliyetlerinin nitel ve nicel analizi yapılmıstır. Arastırmanın disiplinlerarası yapısına uygun olarak, zengin bir veri seti elde edilip, standart ve gelismis ekonometrik teknikler kullanılmıstır. Bunlara ek olarak neden-sonuç iliskisini kurmak amacıyla gelistirilmis modern deneysel ekonomi dizaynı ve nitel arastırma araçlarından yararlanılmıstır. Proje çalısması ilk bölümünde yüz yüze ve pandemi sürecinde uzaktan egitim modelleri ögrenci çıktıları açısından karsılastırılmıstır. Ikinci bölümünde asenkron ve senkron egitim biçimlerinin ögrenci basarısına etkileri arastırılmıstır. Son olarak odak grubu çalısması ile ögrenci ve egitmenlerle görüsülmüstür. Pandemi sürecindeki uzaktan egitim ve yüz yüze egitim çıktıları karsılastırıldıgında, ögrenci çıktıları açısında bir basarı düsüsü olmadıgı gözlenmistir. Bununla birlikte basarıyı belirleyen faktörlerin bu süreçte farklılık gösterdigi ampirik olarak ortaya koyulmustur. Bulgular genis bir örneklemi kapsayan bir anket çalısması ile desteklenmis, nicel arastırma ile gözlenmesi mümkün olmayan ve pandemi sürecindeki uzaktan egitimde ögrenci deneyimlerini anlamak açısından önemli görülen bilgiler, odak grup çalısması ile elde edilmistir.; In this project, the quantitative and qualitative analyses of distance education activities
-that were initiated in Turkey on March 16, 2020 as a measure against the COVID-19 pandemic
– were conducted. In accordance with the interdisciplinary structure of the research, a rich data
set was constructed, and standard and advanced econometric techniques were used in
analysis. In addition, a modern experimental economics design, which was developed to
establish causal inferences, and qualitative research tools were used. In the first part of the
project face-to-face and distance education models in the time of pandemi were compared in
terms of student outcomes. In the second part, the effects of asynchronous and synchronous
distance education methods on student achievement were investigated. Finally, students and
instructors were interviewed with a focus group study. When distance education that took place
in this period and face-to-face education outcomes were compared, no decrease was
observed in student success. However, it has been empirically demonstrated that the factors
determining success differed in this process. The findings were supported by a survey study
covering a large sample, and the information that could not be observed with quantitative
research and was considered important for understanding student experiences in distance
education was obtained through focus group work.
